The Oregon State Hospital says it is taking immediate corrective action after admonishment from a federal regulatory agency over its failure to properly secure a state vehicle during medical transport of a violent convicted felon.

The report from the Centers for Medicare and Medicaid Services obtained by KATU through a records request noted that keys were left in the vehicle's ignition when 39-year-old Christopher Lee Pray was able to escape with the vehicle and remained on the loose for 48 hours before being rescued from a muddy lake in Portland.

"The hospital failed to prevent a psychiatric patient charged with multiple serious violent crimes and prior convictions from gaining control of a hospital transport vehicle and eloping," the report notes. "Hospital staff left the vehicle keys in the ignition unattended with the patient in the vehicle."

A corrective action plan that OSH summited to the federal agencies notes that the Hospital will now require drivers of said vehicles to have a "securement clip on the vehicle keys."

The plan also noted that the hospital will begin using secure transport vehicles with a barrier between the back seat and the driver's seat.

When transporting patients involved in the justice system to and from the hospital, drivers will now need to use secure ports with a gate that opens and closes automatically instead of driving the the front entrance.
