Summary:

Dr Evazan and Ponda Baba are two of the most famous patrons of the Moss Eisley Cantina in Star Wars: A New Hope. They're also drunks who like to pick fights. Luke Skywalker was unfortunate enough to sit down next to the two, and had to deal with their abuse. While threatening Luke, Dr Evazan tells him that he has the death sentence in 12 systems. Why though? What has he done.

We see Ponda Baba and Dr Evazan again in Star Wars Rogue One; this time they almost pick a fight with Jyn and Cassian. Many fans wondered what the two were doing on the planet, saying that it was an unnecessary callback to A New Hope. Star Wars: Rogue One - The Ultimate Visual Guide strongly suggests that the two are on the planet performing disturbing, underground, non consensual surgeries and kidnappings.

Dr Evazan was an up and coming surgeon, until he was disbarred for insanity and performing unlawful and disfiguring surgeries. He is partnered with Panda Baba. On Jedha, there have been a rash of similar sounding procedures. For example, the decraniated are injured persons who have been modified to be completely subservient - like a droid almost. You can see that the majority of their skills are removed. Similar looking work can be seen on Caysin Bog.

This little backstory is incredibly disturbing and unpleasant, and changes my opinion of the pair from drunk and rowdy bar flies, boasting and exaggerating about their noteriety, to insane and violent psychopaths.
