This is explained using the concept of centre of mass and centre of gravity.
Every object has a theoretical point where that object’s entire mass is said to be concentrated, which is called centre of mass. Centre of gravity is again a theoretical point where gravity appears to act on an object or the point where the whole weight of the body is supposed to act. It is the balancing point of the object.

The natural motion of objects depends on their centre of gravity, which has a natural tendency to go down. Due to the shape of the double cone and the rails, when the cone sits in the open end, its centre of gravity is actually lower than when it is sitting in the closed end despite it being inclined.
So, in this double cone paradox, while it appears that the double cone is going up, it's centre of gravity is actually coming down.
