There are many similarities between a doctorate in public administration versus a doctorate in business administration:

The actual task of doing research and discovery are going to be very similar. You might more work on surveys and public opinion in public administration, and a PhD in Business Administration is more focused on organizations.

There are people that are focused on money and external outcomes in both disciplines, and people that are focused on social outcomes in both disciplines.

The goal of publishing research is central to all social sciences. You will likely publishing overlapping journals, but you will have area specific journals.

The key differences between a PhD in Business Administration and one in public administration are going to be the outcomes.

You will be training people to go into different outcomes, for example, you are likely to find people that are going to be managers in a more generic fields in Business Administration.

The standards for publications are likely going to be different across the fields.

You will go to different academic conferences and have different research outlets.

The questions that you will ask will have slightly different flavors, and the focus on the research will be slightly different.

The salaries are likely to vary substantially between the fields.

What PhD would I choose? I would focus on the PhD that gives you

1. The most options for when you are done.

2. I would also focus on the doctorate that you are more passionate about.

3. That has a better expected outcome.
