Module 7: Methods of impact evaluation (IE)

Module description:
One single evaluation approach seldom fully captures the complexities of the impact of programmes. Consequently, it is challenging to find creative ways of combining different evaluation tools and techniques. In the module Methods of Impact Evaluation’ we will provide various materials and videos of theory-based and counterfactual impact evaluation approaches, all of which could be feasible for INTERREG programmes.

Video 7.2. Theory-based Impact evaluation (TBIE)

‘A theory-based impact evaluation focuses on programme theories; i.e., the assumptions of policy makers and stakeholders on the preconditions, mechanism and context for an intervention to work. Theory-based impact evaluations test these assumptions against observed results, following the different steps of the intervention logic and examining other influencing factors. They are thus able to explain why and how results have been achieved, and to appraise the contribution of the programme and of other factors’ (DG Regio).
In this video we will highlight a few impact evaluation approaches (Theory of Change Approach, Realist Evaluation, Process Tracing, and Contribution Analysis) which might be feasible for Interreg programmes. For Interreg programmes with less experience in impact evaluation, the ‘Theory of Change Approach’ might be of more interest.
