It feels like Engineer is the character designed for me, because not only it started my whole "Material Farmer" series long time ago, now its also the strongest build I've made (not counting the bugged ones). Engineer has also probably strongest/best artifact power in the game. Unlike with other characters where it feels like just addition, his turrets have attack rate so good that it can easily count as 7th skill, thanks to very good attack rate to stack various debuffs and allowing us to not worry about source of one of the debuffs. This build is also more RNG baseed than other builds, it can go from strong to broken depending how many +Quantity passives you will get for Ammo Box

Shrapnel Bomb - Our main damage dealer. Deals extra damage for each Bleed stack on a target, so we try to apply as many of them as possible
Ammo Box - Generates Ammunition Stacks over time, which give 5 extra multicast charges to the skill when procced. This adds to the repeats that we already have from multicast chance, so we can easily reach 9 repeats on skills (or even more if 9 is not the limit)
Shrapnel Shot - Good Bleed stack generator thanks to shooting out multiple projectiles that split into even more projectiles. Also generates some extra Ammunition. 2nd Blast skill for Damage/Crit to Non-Blast skills and Chains
Rapid Barrage - Great Bleed stack generator thanks to very fast attack rate. Generates some extra Ammunition. 3rd Blast skill for Damage/Crit to Non-Blast skills and Chains
Burst of Lead - Great Bleed stack generator thanks to very fast attack rate. Also our main source of Dazed because other skill has quite low range. Gives extra Crit Damage from Apptitude.
Spread Shot - Great Bleed stack generator thanks to shooting out multiple projectiles and very short CD. Another source of Dazed. Provides extra Crit Damage from Apptitude. 2nd Projectile skill for Crit/Damage to Non-Projectile skills and insanely good skill for Chains

Priority of passives:
Upgrades to Shrapnel Bomb (Damage and Multicast) and +Quantity to Ammo Box are top priority. After that focus on Bleed on Hit (take green tier every time, take white tier when there is no green tier or higher of other DPS upgrade), Bleed on Crit and Disarray to Bleed upgrades. Take Skill Chains every time they appear. For rest of the skills focus on Cast Frequency and Multicast, damage can be ignored.

For regular upgrades:
Top priority is cast frequency (you can even lock green tier when you have a lot of spare locks), then multicast, crit chance, crit damage, damage and AoE at the end.

For ultility upgrades :
Synergies - Take Slow to Disarray once, ignore it after. Ignore Bleed to Poison synergy
Try to get some extra movement speed asap, you can start ignoring it after you reach 200% extra

Prioritize extra EXP early on, banish it after reaching 200% extra
Banish Bleed Damage
Banish Disarray after taking White Tier and Green tier once
Banish Slow on Hit after taking it once
Banish Block after 50 extra
Banish Armor after 100 extra
Banish HP after reaching 400
Banish Leviathan
Banish Damage to Projectile Skills
Banish Damage to Blast Skills

Order of Titans and what to pick:
1st Lizard - All attacks have chance to apply Shattered
2nd Scorpion - All attacks have chance to apply Exposed
3rd Beetle - Chance to gain Apptitude on Crit Strikes
4th Twins - Whenever you apply Shattered, you have chance to gain Prowess
5th Void Hunter and Void King - +120% Cast Frequency/-20% AoE and Critical Strikes have chance to apply Wound
6th Spider - Whenever you apply Disarray, you have chance to apply Disoriented (if by now you still dont have source of Disarray, skip and come back to this Titan later)
7th Scorpion - Cause extra damage per bleed stack on a target
8th Beetle - +60% Crit Damage +50% Cast Frequency
9th Twins - 20% Chance to not consume Ammunition stacks
10th Beetle - +60% Crit Damage +50% Cast Frequency
11th Spider - Shoots 10 nets per 35 apptitude stacks generated
12th Beetle - +60% Crit Damage +50% Cast Frequency
13th Spider - +40% Crit Chance +50% Movement Speed
If you are lucky with +Quantity to Ammo Box upgrades(or run low level TH) even 13th Titan will die like its nothing and build can be strong enough to kill one or two more Titans. If you want, go for another round of Beetle then Spider.

Runes:
Minor - Pick two of the following, depending what you want to farm (Material Harvest - materials, Efficient Extraction - Void Essences (boss parts), Ardous Training - Prestige). For 3rd rune pick Endless Refill
Major - Vulnerable Exploit, Amplified Power, Searing Intensity, Frozen Blood

Frozen Blood is mandatory have access to Slow and Slow to Disarray
Vulnerable Exploit is very good because we start with skill that applies Dazed, so it gives extra damage right form the start. Other two runes can be replaced to something else.
