In 2019 NATO’s Article 5 celebrates five years of its application in cyberspace by the Allies. Since the Wales Summit, cyber has been part of the Allies’ commitment to each other’s security.

Is the idea of cyber deterrence succeeding or failing? Is there a need for NATO to take a more active cyber defence role? What are the appropriate roles for the military in cyberspace operations below the level of conflict?

The 11th International Conference on Cyber Conflict (CyCon 2019) organized by NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) in Tallinn revolved around the theme of Silent Battle.

The NATO CCDCOE is a NATO-accredited cyber defence hub focusing on research, training and exercises. The international military organisation based in Estonia is a community of currently 25 nations providing a 360-degree look at cyber defence, with expertise in the areas of technology, strategy, operations and law.
