Rules:
The difficulty must be set to Hard for all fights the party participates in.
EXP gain must be turned off (JP gain is still allowed).
Norende must not be developed in any way. This is to prevent access to items, equipment, and special moves that can completely break the game.
The use of Bravely Second is not allowed (not that you can get more SP with Citra, but still).

Her attack pattern is very simple, she uses basic attacks most of the time, every third turn she uses Gaea Rage, and starting turn five she will summon Rose Legion foot soldiers, so your goal is to kill her before then.

With all four party members having Black Resonance on, plus the Rods of Fire and the M. Attack boost from the Time Mage job, Tiz, Agnes, and Ringabel are working with a cool 40% damage boost on their Agilaos. Since Mephilia has surprisingly low HP for this point in the game, you have exactly enough firepower to end her in two turns. While you're there, you may as well steal the Rod of Ice off her, since it's pretty good and can't be bought till Grandship. Overall super easy fight, the dungeon getting to her was more challenging.
