Rockstar said the following:

"Fixed an issue with spoilers on players’ custom Annis RE-7B, Emperor ETR1 and Obey Omnis."

Yes, it is fixed for races in a normal condition, but the underlying engine physics problem is probably unfixable, the issue is only avoided.

Whenever cars are damaged they are more likely to hit the surface, when cars scrape over the surface, bumps and curbs, the vehicle encounters a speed-up glitch.
This may let cars like the schafter go up to 150MPH in a wrecked state, which happened in the following video of mine:

The key to this is to damage the front wheels from the side, so they are diagonally attached, causing the front to lower and scrape over the road, extra steering may improve boosting performance.

Mind you that while the dashboard may be limited to 180MPH, it isn't actually the hard limit of the car itself.
