With its improvements, the cabinet’s draft 2021 Renewable Energy Sources Act sets a clear signal in favour of biomass. However, a great deal of flexibility will be required of wood-fired combined heat and power plants in future: the maximum rated output has been reduced from 80 % to only 65 %, i.e. only 65 % of the electricity generated will be paid for. This poses major problems for power plant operators, e.g. during ongoing operation due to frequent startups and shutdowns, in heat production or in terms of storage capacities. Although sufficient biomass would be available, the economic viability of existing and new wood-fired combined heat and power plants and their role in energy transition is thus seriously jeopardised.
