Miswired Electrical Wiring In My Garage

After replacing a few of the outlets, and inspecting the others, I have determined that this is likely miswired at the panel. The only outlet that registers as "correct" is the outlet in the ceiling for the garage door, and it has it's own circuit. That tells me the outlets must have been connected wrong at the breaker, and it's cascading the issue to all outlets.
A metal-cased surge protector (or "power strip" as they call them now) is a good conductor of this issue of the wiring being connected wrong. The entire outer case of the power strip becomes electrically charged and will make your skin tingle sharply upon touching it. Any metal-shelled items, really.
