Many users reported that the Copilot not available on Windows 11 23H2.
Here are two possible solutions, plus an improvement / automation on the second solution.

The list of commands is available below.

To open the Windows Edge sidebar:
microsoft-edge://?ux=copilot&tcp=1&source=taskbar

Registry Editor path 1:
Computer\HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows

Registry Editor path 2:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\Copilot\BingChat

To open the startup folder from RUN:
shell:startup

Contents of the .reg script (REG_Copilot.reg):
Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\Copilot\BingChat]
"IsUserEligible"=dword:00000001

Contents of the .bat file (CopilotExecutable.bat):
regedit.exe /s C:\Copilot\REG_Copilot.reg
