Every Texan Senior Fiscal Analyst Dick Lavine testifies before the Senate Finance Committee on the package of six tax cut bills in consideration.

"We are not, at this point, in favor of reducing taxes at all because we're concentrating first on having adequate funding for public services, especially in this context, for schools... Not just to catch up to what's been lost due to inflation but to anticipate the needs of the schools at least through the next biennium.

We would like to point out that the flat-dollar homestead exemption and the flat-dollar BPP exemption is the kind of exemption we would favor because, as a percentage of family income or a percentage of a business' income, it focuses on those who need the relief the most."
