ii. A Bharatnet Marketing group for FTTx/FTTH may be created in BSNL HQ as well as in
cach :SA/SSA to take this forward.
iii. An aggressive marketing strategy and campaign may be launched with effect from
1.4.2022 ::ng social media as well as print and electronic medias
iv. Automated and prompt release of revenue share to Bharatnet partners must be ensured,
for which separate accounts may be maintained
v. The BSNL Digital Platform may be upgraced to enable oabaording of BBNL associates
as well as more partners.
6. BBNL will focus on execution of all works of Phasel, Phase-II (including State led
model), Satellite related activities, and completing the asset audit reports to enable
launching the bid process for PPP model by 1.7.2022. BBNL may make all out efforts to
ensure completion of all works in progress by December 2022.
7. For er.suring smooth handover, following activities, inter alia, are suggested:
i. A Bharatnet coordination committee with Directors of BSNL, USOF and BBNL and
cther officers of both organizations may be set up which may meet every week to sort
cut any teething problems,
ii. This corymittee shall also make a preperatory steps for launching the long-lerm PPP
bid proposed for Bharatnet by 1st July 2022, subject to approval of the competent
authority
illAdmin USOT will review the arrangements once in a fortnight.
Liv. All Personnel including consultants engaged for the O&M, FLM and utilization
activities in BBNL shall be put under the functional control of BSNL.
v. The consultants working with BBNL shell be retained by BSNL till their term/contract
pcriod which may be considered for renewal as per the requirement.
vi. B3NL may retuin bare minimum number ct' personnel for smooth trassfer of functions
for some time
i BBNL shall prepare a list of officers who would be put under the functional control of
BSNI. at the corporate level and in the States/UTs specifically for O&M, utilization
related work and communicate the same to BSNL before 31.03.2022. Approval of
competent Authority may also be taken for the same.
viji. BBNI shall transfer and provide access to all the O&M, FLM records and utilization
arrangements, including Network Operation Centre (NOC): BSNL.
ix. All stores & inventories along with store locations, assets and materials etc, which are
Deant for O&M, FLM and utilization
purposes shall be transferred to BSNL.
x All the revenue sharing agreements signed by BBNL with the revenue service partners
shall be continued by BSNL.
8. BSNL shall maintain separate accounts for BharatNet revenue, receipts and expenditure.
9. BSNL shall ensure non-discriminatory access of BaratNet to all stakeholders hi

OFFICE MEMORANDUM
Subject: Handover of Operation and Maintenance (O&M), First Line Maintenance
(FLM) and Utilization of BharatNet (Except State led model under Pbase-II) to
BSNL from 01.04.2022.
The undersigned is directed to refer to the subject matter and to say that it has been
cecided that BSNL will be responsible for O&M, FLM and utilization of BharatNet Phase-I
and Phase II (except State led model) network w.e.f01.04.2022.
2. BSNL will continue with the existing arrangenient for the O&M of incremental fibre,
FLM and utilization of BharatNet Phase-I network being executed through a tripartite
Agreement between USOF, BBNL and CSC e-Governance services India Ltd. (CSC-SPV)
till its expiry on 30.06.2022, unless instructed otherwise by DOTIUSOF in this regard.
3. in the meantime, BSNL shall finalize the agency for SLA bascd O&M and FLM
artunger.cnt for BharatNet Phasc-) through an open and competitive bidding process to take
over the O&M with strong SLAs with effect from 01.07.2022
4. BSNL will continue with the existing arrangement for the O&M and FLM etc of
BharatNet Phase-II nctwork in Punjab and Bihar States and other fault rectification works
being undertaken by BBNL through its approved agencies, till its expiry or as required for
smooth functioning and timely executior, and ensure high availability.
5. BSNL shall commence all out efforts with help of private service providers / BBNL
Associates and State Government(s)/State Agencies for maximum utilization of
BharatNet starting 1.4.2022.
