A Department of Investigation (DOI) report criticizes the city's Conflicts of Interest Board (COIB) for advising First Deputy Mayor Randy Mastro that he could represent Madison Square Garden (MSG) in a legal battle against former Knicks player Charles Oakley. The DOI found the COIB's advice, given before Mastro joined the administration, disregarded restrictions on city employees' outside jobs. The DOI Commissioner stated COIB's interpretation of the law was inconsistent with city charter. The report recommends COIB review its advice to Mastro and other city-employed attorneys with outside jobs. Mastro is not under investigation, having followed COIB's advice. The Mayor's office maintains Mastro did nothing wrong. The DOI also criticized COIB's confidential advisory opinions, stating it undermines public confidence and limits information shared with city employees. Mastro will be leaving City Hall at the end of December.
