A reform program and structural adjustment process were implemented by the government for the transformation of the BWDB through the passage of the BWDB Act 2000, which mandates that the functions of the BWDB be directed by the National Water Policy (NWPo), 1999. Policy-making and oversight of BWDB's overall management is now the responsibility of his 13-member Governing Council (GC), headed by the Minister for Water Resources.
