The RELOS agreement — short for Reciprocal Exchange of Logistics Support — is a new defence logistics pact signed between India and Russia during Prime Minister Narendra Modi’s visit to Moscow. It allows the militaries of both countries to use each other’s bases, ports, airfields, and logistics facilities for refuelling, repair, rest, and resupply. In simple terms, Indian ships and aircraft can operate more easily in areas where Russia has bases, and Russian military platforms can similarly use Indian facilities.

This kind of agreement increases the operational reach of both nations. For India, it opens access to strategically important regions like the Arctic, the Russian Far East, and parts of the Pacific where Russia has a strong military presence. For Russia, it allows easier access to the Indian Ocean, especially India’s warm-water ports, which are important for naval operations and trade.

The pact also signals a deepening of the India–Russia strategic partnership. Until now, defence ties were mostly about India buying Russian equipment. With RELOS, the relationship becomes more operational, enabling joint exercises, humanitarian missions, and more flexible movement of military assets without lengthy negotiations each time.

The agreement was part of a larger set of outcomes from the summit, where both leaders also talked about expanding trade, energy cooperation, and long-term economic plans. But RELOS stands out because it represents a shift toward closer military interoperability at a time when global geopolitics are tense and both countries want to show they can rely on each other.
