The Families are Stronger Together Learning Community (FAST-LC) sites are actively rethinking and reimagining how their TANF and child welfare programs can collaborate and develop innovative policies, programming, and practice models that center on economically stabilizing families and improving outcomes for children through preventative strategies averting child welfare system involvement. Prevention is the primary intent behind the partnership between the Office of Family Assistance (OFA) and the Children’s Bureau (CB) in launching the FAST-LC.

The TA session held on January 17, 2024 aimed to provide a better understanding of how TANF dollars are used in Child Welfare and operational considerations for aligning funding with prevention efforts. The session also reinforced the ways in which TANF spending in Child Welfare is consistent with the statutory purposes of TANF, particularly the first purpose, to inform FAST-LC participating sites action plans, and to learn from peers about how they are utilizing TANF funds for prevention strategies upstream of and within child welfare.
