Carl Malamud speaks on Access to all knowledge

In this talk, Carl Malamud discusses access to knowledge in India. He discusses his efforts to make technical knowledge, such as Indian Standards available at no charge, a service he currently provides over the objections of the Bureau of Indian Standards. He also discusses other collections of information organization maintains, including 400,000 books in the Public Library of India collection and a carefully-curated set of 1,000 books, videos, and audio files in the Hind Swaraj collection.
The bulk of the talk is concerned with scientific knowledge, access to the corpus of journals and other scholarly information that are the lifeblood of education and research. Carl discusses the Sci-Hub system in Russia, which is heavily used by students and scholars in India, a system which has come under heavy legal attack in the United States. He surveys the legal principles in Indian law governing access to such information, including the Constitution of India, the Copyright Act, and international agreements such as the Berne Convention. He also discusses his own efforts to make all these scholarly journals available to students and teachers in India within the framework of Indian law.
