Why do we never see paul in tournaments 🤔 ?

paul phoenix needs to be buffed in the patches where Heihachi Mishima will be released as DLC, because even if the character was buffered on patches 1.06, 1.07, he is still not very playable in tournaments, why? In my opinion already, it remains very predictable, not fast enough.

ok ok I admit that Paul still needs to be buffered but he still has some small tools that are certainly quite predictable but also quite recommendable, apart from his more frames, he has his safe moves like ➡️➡️🔼◼️ which is safe if you use the high, it requires a lot of mix up when you manage to place one on block, you can do small pressure behind, Trap frames, movements etc etc.
