Its pretty simple. Once you obtain necessary Puzzle pieces, you can enter the treasure room. Treasure rooms are on various places accross the world and you can see them on the map. Beware because required puzzle pieces may change before you arrive to the treasure room.
You can also obtain treasure hunting exp by opening treasure chests in dungeons and open world.
