"So we were organizing this action because here in Baku countries are negotiating a new climate finance target and rich countries say that they don’t have enough money to pay for climate action. But, while we gather here in Baku, governments are also gathering in Paris where they are discussing a deal that can end 41 billion dollars a year in oil and gas export finance. And this is critical because these are government handouts to the fossil fuel industry and we know that if we want to reach climate goals we cannot have any further investment in new oil and gas.”

9 . SOUNDBITE (English) Lauri van der Burg, Global Public Finance Lead at Oil Change international:
"We are very close to landing a deal in Paris and we know that it’s of critical importance that (U.S.) President (Joe) Biden comes out in support. He has an opportunity here to land a deal that (Donald) Trump will be unable to undo. And this is really, really important for Biden’s climate legacy. If Biden comes around, then this will help mount pressure on the other laggards including Korea, Turkey and Japan.”

11. SOUNDBITE (English) Ashfaq Khalfan, climate justice director at Oxfam America:
"There is a good chance they might come to an agreement. A lot of it depends on what the United States decides to do now as President Biden prepares to exit. This is really one of his last chances to cement his legacy. He’s done a lot for climate but if he leaves without solving this one thing it would be a disaster. It's a disaster that could lead to hundreds of billions being spent on fossil fuels and lots more emissions.”

STORYLINE:
Climate activists gathered on Monday at the United Nations climate summit in Baku as officials resumed talks with the hope of hammering out a deal after slow progress last week.

Discussion on getting money to curb and adapt to climate change continued on Monday with tempered hope that negotiators and ministers can work through disagreements.

That hope comes from the arrival of the climate and environment ministers from around the world this week in Baku, Azerbaijan, for the COP29 talks. They’ll give their teams instructions on ways forward.

Activist gathered inside the venue where the talks were taking place, calling for negotiators to work out a deal.

They also urged the U.S. and officials from other countries to approve proposals at a meeting in Paris to cut public spending for foreign fossil fuel projects.

The Paris-based Organization for Economic Cooperation and Development, made up of 38 member countries including the United States, the United Kingdom, South Korea, Japan and Germany, was set to mull over a deal on Monday that could prevent up to $40 billion worth of carbon-polluting projects.
