Abstract:
This discussion addresses the challenges between policies, approaches, and conflicts of opinion among decision-makers and stakeholders in the conservation and development of historic urban areas in Iran. Despite Iran's heritage and planning regulations emphasizing maximum preservation, significant destruction in historic areas of cities like Shiraz, Mashhad, Ardekan, and Kerman persists. Conservation projects are often rejected by heritage authorities due to insufficient attention to laws and the authenticity of the historic complexes or urban fabric.

A case in point is the Gholam Rasoul Tomb in Chabahar, Sistan and Baluchestan Province. This Timurid-era tomb is the only historical monument in Chabahar's city center. Recent conflicts between the Endowment and Charity Organization and the Ministry of Cultural Heritage, Tourism and Handicraft threaten the tomb complex. A conservation plan by the provincial office of the Ministry of Cultural Heritage and Tourism was halted due to internal disagreements within the ministry.

In this workshop, we explore the paradoxes and challenges faced by organizations and experts involved in the Gholam Rasoul Tomb project. The discussion delves into the roots of these issues, including potential shortcomings in heritage protection law, problematic coordination between government agencies, and the lack of consideration for private owners' rights in Iranian law. The speakers will reflect on these challenges and threats to Chabahar's architectural and urban heritage, focusing on the role of the Ministry of Cultural Heritage and other related institutions.
