Vice President and Minister of Finance, Hon. Ndaba Gaolathe, presented the Botswana Economic Transformation Programme (BETP) on 6 November 2025, outlining a bold plan to diversify and modernize the economy. The BETP addresses long-standing challenges of unemployment, inequality, and overreliance on diamonds by focusing on execution, accountability, and investment ready projects.

The programme integrates 186 verified projects across six key sectors,Agriculture, Manufacturing, Financial Services and Digitalisation, Energy and Mining, Infrastructure, and Tourism,plus three social priorities: Healthcare, Education, and Social Protection.

Highlighted projects include:
• A1 Highway Upgrade and North–South Rail Corridor (Infrastructure)
• Milk Valley Farm, Chilli Export Value Chain, and Large-Scale Hemp Production (Agriculture)
• Green Battery Metals Refinery, Clean Mobility Vehicle Assembly (Manufacturing)
• National Digital ID, Citizen Wallet, and Botswana National Re-Insurer (BotsRE) (Digitalisation & Finance)
• Hala Energy Solar Plant, Karoo Oil Refinery, and Afrilink Hydrogen Development (Energy & Mining)
• Cable Way and Opulent Film City (Tourism)

Over ten years, BETP aims to mobilize BWP 514 billion, create 512,000 jobs, and elevate Botswana to high-income status by 2036. It emphasizes “start, sustain, and finish” replacing stalled implementation with disciplined delivery and real-time accountability.
