Why Was Arrax So Tiny When Drogon Grew To 10x His Size In 1/4th The Time?

The death of Lucerys Velaryon and his dragon Arrax was clearly the climactic moment of House of the Dragon's first season. However, one of the most interesting aspects of Luke and Arrax's death was simply that Arrax was so small. Although his size could be waved away because of his relative youth in comparison to Vhagar, Drogon and Daenerys Targaryen's other dragons seemingly grew to colossal proportions in a fraction of the time. So, why do the size of the Targaryen dragons vary so wildly?
