Pitcher can pitch if batter is in the box, right?

All baseball leagues from Little League to Major League have the rule that a batter must be reasonably set in the batter's box before a pitch can be delivered. However, many times coaches believe that as long as both feet are in the batter's box, even if the batter is not ready, the pitch can be delivered, but this is clearly wrong in the rule book.

Rule 8.05(e) of both Little League and Major League baseball, the rule says that an illegal quick pitch is one thrown before the batter is reasonably set in the batter's box.
