When the Sun crosses a particular meridian the Local Mean Time or LMT at all points on that meridian is noon. Local mean time at any point on the Earth, is therefore the same as indicated by the position of the Sun relative to the meridian on which the point is located.

LMT changes by 1 hour for each 15º change in longitude.
So, the difference between LMT at any point and LMT at Greenwich (Greenwich mean time or GMT) is equal to:

Moving East the clocks move forwards (time increases).
Moving West the clocks move backwards (time decreases).
