250W 50 ohm dummy load build using 250N50 resistor, NanoVNA troubleshooting CB HF HAM

I needed dummy load to test some CB's I'm restoring. My plan was to make two dummy loads. One a 1000W and the other 250W. I don't know hot these get so I don't a frame of reference on heatsink size. I learned the feed length matters. When the wires were longer I was getting unusable SWR of 1.9 on 11M. I switched to solid copper and shorted the length to less then an inch. Now I getting a usually SWR reading on CB band of 1.3. My setup seems to only work with HF bands. VHF and UHF is off the chart.
