On November 17, 2023, Mount Vernon Police Officer Elwell observed a vehicle traveling 47 miles per hour (MPH) in a 25 MPH zone. He initiated a traffic stop on the vehicle, which was being driven by a 22-year-old woman. The police report indicates that Officer Elwell noticed her speech was extremely slurred and her eyes were bloodshot, watery, and droopy. In addition, Officer Elwell indicated he could smell the odor of intoxicants coming from the driver's breath. The woman was asked to step out of the vehicle and she was given the option of submitting to standardized field sobriety tests or taking a portable breath test (PBT). She refused both and was placed under arrest for DUI. At the police station, she submitted to an evidential breath test and the result was 0.23% BAC, nearly three times the legal limit. Because of her level of intoxication, she was transported to the Skagit County Jail to sober up.
