The game always starts with the same RNG seed, however if you continue the RNG state is not reset. The best way to practice is to play until the final phase of the boss and then intentionally suicide, only to continue. This will let you practice the boss fight with full RNG variety.

Here you can see me "1LC" to the last phase, where I suicide and continue. Hopefully it can show some of the strategies that are useful for speedkilling or to respond to random meteror and lazer patterns etc.
