The DVSA has a duty of care when conducting practical driving tests. They need to ensure that it is safe for the test to proceed, not just for the candidates but also for the examiners and all other road users. They also want to give all candidates an equal chance of passing.

According to the Met Office, here in the UK, we have an average of 106 days of rain per year, so there’s a good chance it will rain on your driving test. Driving tests are very rarely canceled due to the rain. If on the rare occasion that your test is canceled, you will be automatically rebooked for another test.

Although the government says that they also want to give all candidates an equal chance of passing, many learner drivers fail their test in the rain, they would have otherwise passed.
