Measuring the Brightest h4 led bulb of 2018, Yes in this video very popular eight led bulbs including a halogen for reference was tested.

Lumens are measured typically by slightly more sophisticated instruments like goniosphere or integrating sphere (used in this
video).
Lumen measurement (or) rating is how much total visible light is EMITTED (or) produced by a light source (Bulb) in all directions.

NOTE : BRIGHTER BULB DOSE'T MEAN IT IS A BETTER BULB.

GOOD BRIGHTNESS, CORRECT COLOR KELVIN AND PERFECT BEAM PATTERN ALL THESE MAKES A PERFECT BULB

All Bulbs tested are H4 type, Each bulbs HIGH beam lumens (Brightness) is measured at the Starting and at FIFTH minute and at TENTH Minute
Low Beam lumens (Brightness) is tested at starting and at FIFTH minute.

Bulbs are randomly tested (Not prioritize by Brightness or Power or Year). Most bulbs are from 2017
