In this video, I show the ways of obtaining all three starters (Bulbasaur, Charmander, and Squirtle) in Pokemon Yellow. This can all be done through normal gameplay, nothing external is required.

BULBASAUR: In the house next to the Pokemon Center in Cerulean City, there is a woman who is nursing a Bulbasaur back to health. By using a in-game oversight, and with Pikachu in your party, you can feed Pikachu potions in order to raise its happiness. Once Pikachu is at max happiness, the woman will see and give you the Bulbasaur, as you have proven you're a good trainer.
CHARMANDER: On Route 24, above Nugget Bridge and above Cerulean City, there is a boy who is threatening to release his Charmander. Talking to him will let you take care of the Charmander instead, and he will give you it for free.
SQUIRTLE: In Vermillion City, after defeating Lt. Surge and obtaining the Thunderbadge, Officer Jenny, just outside of the Gym between a house and the Pokemart will tell you about a Squirtle she caught that was getting into mischief. Having the badge will show her that you are a skilled trainer and she will give you the Squirtle to take care of.
