The short answer is no.
The longer answer is maybe.
Let me explain...

After a doctor finishes medical school they will go on to do additional post-graduate training. This is often called an internship and residency. Depending on the speciality, the additional training could be anywhere from 3-5 or more years. Then, there is the possibility a physician will do additional training in their specialty known as a fellowship. Depending on the speciality, that could be another 1-2 years.

After completing their residency training a doctor typically becomes eligible to take a board certification exam two years after completing their residency. This gives the doctor a chance to get real-world experience beyond their hospital training.

Becoming board certified is the highest certification a physician can achieve, not including any sub-specialty exams or certifications they may take after becoming board certified.

Again, depending on the medical speciality, many board certification exams have both a written component and an oral examination component. If a doctor successfully completes and passes their board certification examination it means they have accumulated the baseline amount of knowledge necessary for a physician in their speciality. It does not make them an automatic expert the day they pass their examinations compared to someone who has been in practice for 20 or 30 years.

A physician who is not board certified may not have the same level of knowledge and understanding of their speciality as a doctor who is board certified. However, just because a physician has passed their board certification exams doesn't mean that at a particular time on a particular day they were not careless and caused a patient harm. The same is true for a doctor who is not board certified.
