📌 Effective from March 3, 2025, this policy shapes Vietnam’s digital education future and prepares students for success in a tech-driven world.
Vietnam’s Digital Competence Framework provides a structured, scalable model for embedding essential digital and AI skills in education. It aligns students' abilities with global digital literacy standards and prepares them for ethical, informed participation in the digital world.
The framework aims to:
Guide Curriculum Design: Basis for developing program standards, content, and learning materials.
Enable Assessment: Tool for evaluating and recognizing students' digital competence.
Standardize Competence: Ensures consistency across educational institutions and programs.
Applicability: National education system—learners, programs, institutions, and related stakeholders.
Proficiency Levels (Level)
Basic (1–2): Recognize and use basic tools under guidance.
Intermediate (3–4): Independently perform tasks, explain choices.
Advanced (5–6): Apply and evaluate methods, guide others.
Specialized (7–8): Innovate, solve complex problems, contribute to knowledge.
Framework Structure
6 Competence Domains covering 24 Component Competencies, categorized across 4 Proficiency Levels (Basic to Specialized) and 8 Performance Levels (1–8):
Data & Information Literacy
Skills: Searching, evaluating, managing digital information.
Digital Communication & Collaboration
Skills: Digital interaction, content sharing, teamwork, etiquette, identity management.
Digital Content Creation
Skills: Content development, integration, copyright, basic programming.
Safety
Skills: Device/data protection, digital health, environmental responsibility.
Problem Solving
Skills: Technical troubleshooting, using new tech, creative solutions.
Application of AI
Skills: Understanding, responsibly using, and evaluating AI (including Gen AI).
