Vietnam’s Digital Competence Framework provides a structured, scalable model for embedding essential digital and AI skills in education. It aligns students' abilities with global digital literacy standards and prepares them for ethical, informed participation in the digital world.
The framework aims to:
Guide Curriculum Design: Basis for developing program standards, content, and learning materials.
Enable Assessment: Tool for evaluating and recognizing students' digital competence.
Standardize Competence: Ensures consistency across educational institutions and programs.
Applicability: National education system—learners, programs, institutions, and related stakeholders.
Proficiency Levels (Level)
Basic (1–2): Recognize and use basic tools under guidance.
Intermediate (3–4): Independently perform tasks, explain choices.
Advanced (5–6): Apply and evaluate methods, guide others.
Specialized (7–8): Innovate, solve complex problems, contribute to knowledge.
