Last Epoch: "Artillery" Runemaster Build - Ice Barrge + Frost Claw + Frostbite
The "Artillery" Runemaster provides long range rapid damage, with Ice Barrage as the ultra long range skill and Frost Claw for medium to long range. Ice Barrage is the Multiple Launch Rocket System (MLRS) that aims and fires at very long ronge. Frost Claw is the mortar and howitzer. Fires high explosive grenades that can be aimed the edge of the screen. It is capable of wiping out everything several screens away with the auto targetting of Ice Barrage. The playstyle is based around fast repositioning and keeping the distance from monsters.

Start combat by using Teleport and cast Ice Barrage in the direction you are going or towards the target(s). Use Runic Invocation when it is ready to generate ward and refresh Reowyns Frostguard. Spam Frost Claw at nearby targets while moving around. Frost Claw is basically free to cast and builds ward so it can be used without a target. Same rotation against bosses, Teleport + Ice Barrage, spam Frost Claw for ward and increased Ice Barrage rate. Flame Ward is on the bar for rune building, but can also be used as an emergency shield.

Advantages:
Ultra long range off-screen killing
Fast run-speed
Good aoe and single target damage - easy respec option before hard bosses
Good crowd control with freeze and chill
Easy mana management

Disadvantages:
Damage over time - takes time to build up and do damage
Sacrifices movement skill for run and cast speed

Damage
Frostbite is the main damage source. It scales with increased freeze multiplier due to the Snowdrift boots. A good combination of chance to apply frostbite and freezemultiplier is required to scale damage.

Defense
Ward is the main defensive layer and sustain
Freeze and chill provides good defenses against normal monsters
Reowyns Frostguard gives 30% damage reduction
Crest of Unity gives 15-18% damage reduction

Mana sustain
Ice Barrage is free to cast every 6 seconds so only Frost Claw spends mana. It is possible to keep mana almost at max from just basic regen. A 30-40% regen affix can be useful against bosses, but is probably not needed.

Multiple shards with auto aim and seeking targets
Monsters can be only be hit by 1 shard from the same batch
100% increased attack rate against bosses and rares
Aoe damage in a cone behind target
Respec multi shards before hard boss fights

Ranged aoe and single target damage
Ward generation on cast
42% chance to cast Elemental Nova at target location
Hit increase Ice Barrage fire rate up to 80%!

Massive area of effect
Applies chill, frostbite and ignite

Teleport
600% freeze multiplier for 8 seconds
Additional armor and stun immunity
Triggers Wrongwarp
Teleport stuns and interupts bosses because of Wrongwarp
Enables free casting of Ice Barrage

Runic Invocation
Used to maintain Reowyns Frostguard for 30% damage reduction
Ward generation from having runes
Passive Freeze rate multiplier from runes
Runes enable passive skill bonuses

Important stats
Freeze Multiplier - scales damage, ward generation and crowd control
Chance to Apply Frostbite - main damage source
Cold Resistance - scales ward retention
Movement speed - offset the drawback of no movement skill and the -%speed from Ice Barrage tree
+levels of Ice Barrage - can always spend more points in this tree
Reduced Bonus Damage Taken from Crits - combined with passive for crit protection

Important Gear
Snowdrift - key unique to make freeze multiplier scale damage
Frostbite Shackles - key unique for ward retention from cold res and ward regen from freezing monsters
Wrongwarp - sacrifice teleport to gain run and cast speed and haste
Crest of Unity - damage reduction and tri-elemental nova for massive area increase
Throne of Ambition - increased damage from hitting rares and bosses
