In Harris County, Texas, Judge presided over a string of dramatic hearings that showcased some of the court’s most alarming cases.
First up was Juan Jose Cerna, a repeat offender accused once again of burglary of a motor vehicle at an Old Navy parking lot. Witnesses said Cerna, wearing a camouflage hoodie, repeatedly approached a victim’s car, set off its alarm, waited for it to stop, then gained entry. When stopped later in a gold Tahoe, police found a camo jacket and a flat-tip screwdriver often used for break-ins. The judge recited Cerna’s long criminal history—auto thefts, assaults, and probation violations—warning that Houston residents are armed and that Cerna could end up “dead or serving 50 years” if he doesn’t change. Bond on his new misdemeanor charge was kept at $10,000 but he remains jailed on two felonies and will face home-confinement conditions if released.

The court then turned to a female defendant accused of terroristic threat after allegedly pointing her fingers like a gun at two residents fixing a pothole and saying “I’m going to shoot you.” The judge imposed no-contact orders and warned her not to pick up new cases.

Finally, Mr. Kyles appeared on a deadly conduct charge after allegedly firing two shots inside an apartment while intoxicated and paranoid. Police recovered the gun, shell casings, and slugs. The judge ordered a drug test, appointed counsel, and banned him from weapons, alcohol, and illegal drugs.

These back-to-back hearings highlighted the court’s growing frustration with repeat offenders and violent threats, and the judge’s push for stricter conditions to keep Harris County residents safe.
