Yes, you read it correctly... You are developing film following the "instructions" given to you by the chemical manufacturer, which might not be what you really want.

In case you want to have a closer proximity and much more detail between Shadows and Highlight,then what you probably need to do is to cut 10 to 25% of the developing time given to youin the "instruction" book of developing! If you allow yourself to fully develop the shadows but then to cut the development of the Highlighs, then you'll get a much better looking (and workable) final result.
