Which HoH to choose?
-How many skills up (more) do you require to your desired unit? (Especially the Light and Dark)
-Do you forsee yourself use that desired unit?
*It also depends on your current game progression.

1. Succubus?
For Pokedex or for ToAHard clear, it will help you pretty much. I use Aria in almost all stages
2. Vampires?
They can be fused, unless having the Light or Dark (or even Wind) would help you more in the progression.
3. Sylphids?
For me, I do not see nor feel the need to Light Sylphid, there
4. Phantom Thief(ves)?
Currently I have 6 spare, which requires 9 to max the Dark/Fire one, therefore its just 3 I might need. Should I consider this?
5. Last but not least, Kung Fu Girls?
If looking at game changing meta, I feel Fei could be the one. And currently, I have 6 KFG Skill ups, which it requires 12.

Then probably I had choose the one I'm further from my goals/targets.

Therefore, I choose you! Kung Fu Girl!

(I know having a Lightning on LnD is tough, but you wont regret when you pull one, right?)
