National Incident Management System related training is one of the important elements that state, territorial, tribal and local entities must complete. All emergency response agencies must understand how to effectively plan for and manage a WMD/terrorism incident. Subsequently, those agencies must adapt the existing Incident Command System (ICS) to the unique challenges posed during the integration of local, state, and federal agencies into a unified command structure. These courses use a multi-discipline, multi-jurisdictional teambuilding approach to accomplish the learning objectives through short lectures, small group activities and interactive tabletop exercises. States, territories, tribes and local jurisdictions should consider and include appropriate organizations in their NIMS implementation efforts, including private sector emergency medical and hospital providers, transportation systems, utilities and special facilities such as industrial plants, nuclear power plants, factories, military facilities, stadiums and arenas.
