As of PTS patch 5.3.0, Elf Bane has been buffed. The duration on Elf Bane's 5-piece effect has been bumped up to 5 seconds from 2 seconds. This may make it one of the strongest sets available for magicka Dragonknight DPS.

As a reminder, Elf Bane's 5-piece effect extends the duration of Damage over Time abilities that deal Flame Damage. This includes many Dragonknight abilities such as Engulfing Flames, but also abilities such as Flame Reach and Blockade of Fire (bugged as of 5.3.0, tooltip shows extended duration but ability is not actually extended). This also extends to monster sets such as Grothdarr and Zaan, the boost to the latter being particularly powerful.

Based on my tests, it does appear that Elf Bane is a very strong set, assuming that ZOS maintains the boost to Zaan. Without that bonus duration extension to Zaan, Elf Bane will likely end up being slightly weaker than Mother's Sorrow. Running Elf Bane also has a few downsides as well; your resource pool will be lower since you have to run 5 light and 2 heavy, you need to get your monster helm in light armor, and you need to use 150 transmute stones to transmute the jewelry.

One thing I did not test was running Elf Bane on the front bar only. I decided not to test this since we would want to maintain the bonus duration on the backbar DoTs, as well as the chance that we would proc Zaan while on the backbar, resulting in only a 5 second duration. Swapping to the front bar does not boost the durations retroactively, so we want Elf Bane on both bars.

I would advise waiting and watching to see if ZOS decides to retune Elf Bane in 5.3.2 or beyond. I think it is likely that one of two things will happen: Elf Bane will be toned down to a 3 or 4 second boost or Elf Bane will not apply to proc sets. If either of these happen, Mother's Sorrow will likely end up remaining as one of the best sets to run.
