'Summit on Peace in Ukraine' ends in agreement - but Russia was not there

78 countries signed an agreement in Switzerland over the weekend saying that Ukraine's territorial integrity must form the basis of any peace deal. But as NBC News' Claudio Lavanga reports for Early Today, two major players were not part of the international summit.
