HA NOI RETHINK PROJECT

This intra-agency project across the UN-Habitat, UNESCO, and UNIDO, is co-sponsored by the SOVICO Group and has begun in 2020. The overall objective of the project is to support multi-stakeholder collaboration, with a particular focus on youth, to strengthen Ha Noi as Viet Nam’s Creative Capital. That vision aims to diversify livelihoods, transitioning away from the economic reliance on natural resources and low-value labor, toward higher-value cultural and creative industries.
The key project outcomes are the development of a Ha Noi creative center and a network of creative hubs across the city, to facilitate the co-production of knowledge between creators, experts, businesses, and the government. The success of these outcomes hopes to propel Ha Noi forward, to become a leading creative hub of Southeast Asia, having been recognized by UNESCO as the Creative City of Design in 2019.
The Ha Noi Rethink initiative will support Ha Noi City to implement this new strategic vision, harnessing its cultural assets and youth participation as key agents for a creative, socio-economic transition. The initiative promotes youth engagement as a core driver of sustainable development, by offering platforms and opportunities for the young people to better understand Ha Noi’s cultural identity and to produce innovations that bridge across the traditions, the present, and the future.
The Creative Centre model, piloted in Ha Noi, is expected to improve the economic conditions and the living standards of the beneficiaries and serves as a methodological study for scaling up community-driven, urban regeneration.
Both, the Ha Noi Rethink initiative, and the Creative Centre model are linked to Ha Noi’s city action plan and will feed into the high-level dialogue platform between the government, private sector, and local communities.
With sustainability in mind, the project’s key outputs specifically target the achievement of SDG8 (Decent Work and Economic Growth), SDG9 (Industry, Innovation, and Infrastructure), SDG11 (Sustainable Cities and Communities), and SDG17 (Partnerships for the Goals).
These outputs are as follows:
Assist Ha Noi in the formulation of a long-term, strategic vision for inclusive, transformative, and sustainable development by leveraging the young workforce and cultural heritage
Foster the necessary conditions (policies/spaces/resources) to enable youth to articulate and implement creative ideas for Ha Noi’s development agenda as a creative city
Support institutionalization of best practices in youth-led enterprises for the enhancement of the economic growth
Strengthen multi-stakeholder partnerships among the creative industries in Ha Noi and nationally, in line with the National Strategy for the Promotion of Cultural Industries in Viet Nam
