You're unable to install any KB Windows Update. Let me show you how you can INSTALL it MANUALLY using COMMAND PROMPT (cmd). You may use Powershell as well.

Here is on WIDOWS SERVER 2012 R2 and can be applied to other versions as well.

ISSUE:
Unable to install KB5009624 or any KB

SOLUTIONS:
click on START MENU
Search for "Command Prompt"
right click & choose "Run as administrator"

Run these commands below 1 by 1

net stop wuauserv
net stop cryptSvc
net stop bits
net stop trustedinstaller
Ren "C:\Windows\SoftwareDistribution" SoftwareDistribution.1

Ren "C:\Windows\System32\catroot2" Catroot2.1
If get "Access Is denied." just move onto next step

Ren "C:\Windows\logs\cbs" cbs.1
Ren "C:\Windows\inf\setupapi.dev.log" setupapi.dev.log.1
net start wuauserv
net start cryptSvc
net start bits
net start trustedinstaller

sfc/scannow
this will take some time to run around 40 minutes or so

DISM /Online /Cleanup-Image /ScanHealth
this will take some time to run

download patch and place it in C:\temp1\
rename filenmae to C:\temp1\KB5009624

Expand -f:* "C:\temp1\KB5009624.msu" "C:\temp1"

DISM.exe /Online /Add-Package /PackagePath:C:\temp1\KBnumber.cab
in place of KBnumber.cab paste the name of that cab file
