Promotion extensions is an extremely useful instruments. It helps yo boost your CTR and improve QS of your keywords. Although it takes some time to apply correct Promotion Extensions to correct ad groups.

If you don't have an option to apply promotion extensions on account level, you need to manually create them per each ad group. Unless you create them in bulk in excel and then just import in editor! By the way, this way also works with all other extensions.
