UNIT 1: Introduction (4 Periods)
Exposure to emerging trends in ICT for development, concept of e-Government and e-Governance, understanding the design of e-Government projects, understanding the implementation of e-Government projects, e-Governance lifecycle including planning, development, implementation, operation, monitoring, and evaluation, role of ICT in governance and citizen-centric service delivery.

UNIT 2: Government Process (5 Periods)
Need for Government Process Re-engineering (GPR), limitations of traditional government processes, objectives and components of National e-Governance Plan (NeGP) for India, concept of SMART Governments, meaning of SMART (Specific, Measurable, Achievable, Relevant, Time-bound), thumb rules for effective e-Governance, citizen-centric and transparent governance.

UNIT 3: Architecture and Models of e-Governance (7 Periods)
Architecture of e-Governance systems, models of e-Governance such as G2C, G2B, G2G, and G2E, Public Private Partnership (PPP) model in e-Governance, need for innovation in e-Governance, importance of change management, critical success factors for e-Governance projects, major issues including corruption, resistance to change, e-Security challenges, and Cyber Laws.

UNIT 4: e-Governance Projects (7 Periods)
Overview of major Indian e-Governance initiatives, impact of e-Governance projects on citizens, case studies of successful e-Governance projects in the Indian context, best practices in managing e-Governance projects, visits to local e-Governance sites such as Common Service Centres (CSC), eSeva, Post Office, and Passport Seva Kendra as part of tutorials.

UNIT 5: Mini Projects (5 Periods)
Mini projects by students in groups, evaluation of selected e-Governance projects, analysis of objectives, implementation, and outcomes, preparation of project reports, presentations, and development of teamwork and practical
