Are You Really Doomed?! Who Does Clan War Weight Apply to in Clash of Clans

Who does the War Weight Really Apply to in Clash of Clans? I have been in both very small clans and high-level clans with a lot of people. Based on my experience, if You Are a Town Hall 12 in a Small Clan, YOU NEED TO BUILD ALL OF YOUR DEFENSES. Reason: You will likely be close to the top of your Clans War list and will need to defend. Players in very large clans with a lot of assistance in War can afford to wait on the new Defensive Upgrades. I hope all of that makes sense.
