On 12/21/2023 at approximately 23:38 hours, | (TFC A. Mathews) was conducting speed enforcement on I-20 west at Maynard Terrace when I checked a black Infiniti G37 traveling at 102 MPH in a posted 60 MPH zone.
I caught up to the vehicle and initiated a traffic stop near the Boulevard exit, however the vehicle failed to yield, exiting onto the Capitol Avenue exit, running a red light and initiating a vehicle pursuit. The vehicle pursuit traversed back onto I-20 now traveling east. The violator vehicle operated at speeds in excess of 145 MPH while weaving through traffic and
changing lanes erratically.
Once the pursuit exited onto Glenwood Avenue, I conducted a Precision Immobilization Technique (PIT) maneuver on the exit ramp and terminated the vehicle pursuit. The violator vehicle rotated clockwise, coming to an uncontrolled rest in the grassy median. I observed the wheels of the violator vehicle turn to the left and the back tires continuing to spin, indicating that the driver was still attempting to flee. I then made intentional contact with the passenger side of the violator vehicle to disable it and prevent further fleeing. I then exited my patrol vehicle with my department issued handgun drawn and gave loud verbal commands to the driver to exit the vehicle and put his hands up. The driver complied and was taken into custody. Once in custody, he was identified as
Charles Hopkins. Hopkins displayed blood shot watery eyes, slow speech, and a sluggish facial appearance. The strong odor
of an alcoholic beverage was present on his breath and he admitted to consuming alcohol. He was read his Georgia Implied
Consent Notice for suspects age 21 or over for a blood test and verbally refused.
It was then learned that Hopkins had an outstanding arrest warrant for child sex crimes out of College Park Police
Department. Once the warrants were confirmed valid, I transported Hopkins to the College Park City Jail where he was
released to their detention staff. Electronic warrants were secured for the charges relating to this pursuit and placed on
GCIC/NCIC.
