GTA 5 NOT OPENING BUT LOADED IN BACKGROUND

In This Video we talked and fixed GTA 5 which his not opening on clicking it but get's Loaded in background. It mainly happens after formatting the whole PC and malfunctioned or Damaged "Setting.xml" file.
