All-powerful regimes encapsulate all that builds a society including, “all possessions, all productive energies, and all liberties.” Most average citizens do not fully understand the consequences of embracing the powers of a regime, nor the ultimate goals; most regimes are chosen on “an atmosphere not of reason but emotions,” succumbing to the wave of emotion that led to change or the rise of the powerful. The rise of differing powers is a matter of “ethical study” in how the powerful acquire such power and how it is utilized. Societies laws are unlike scientific laws in that there is a matter of choice; it is not a constant; the powerful must implement society’s laws. Societies laws are encapsulated in what De Jouvenel describes as “laws of submission,” that are voluntary, including “moral laws” that we have a choice to “violate” or follow that defined as “good.” Then there is “civil law” that allows the individual to adhere to or “transgress,” determined by its value to an orderly society.
